Subject: [PATCH] readme: switch star history chart to working mirror (#3088)

The star history chart in the README is currently broken because the upstream provider is affected by GitHub stargazer API restrictions. Point the chart and its link at the star-history.dera.page mirror, which uses a data source that requires no API token, restoring the chart.
