Implemented a user-controllable option (-DUSE_START_STOP_DAEMON) to

override the autodetection when required.

Note that src/daemon/CMakeLists.txt does not yet make DISALLOW_SYSVINIT
a user-controllable option, but this code would respect it if that ever
changes in the future.
