Bump nobilis: IRC capability changes, STS, and metadata

Three of the four IRC items from the September 2026 protocol review:

- #176 `CAP NEW`/`CAP DEL` are acted on, so the capability set is no longer
  whatever was true in the first second of the connection.
- #177 STS is read and obeyed, so a network that asks to be reached over
  TLS is, and is remembered.
- #179 metadata is subscribed to, so somebody on IRC can have a face.
