Currently the read icons are just a jumble of small icons, we need to be able to click the read icon area to get a small popup displaying which usernames have read the message like Element.
Expected Behavior: Small menu should spawn near the read icons with a list of users that have read the line, if its too large just cull it beyond several names as we will assume a significant amount of users have caught up to the present.

Clicking the faces opens a list of who has read that far, anchored to the faces rather than to the pointer, and clamped inside the window since it opens from the right-hand gutter and grows leftwards. Closes on Escape or a click anywhere else.
Capped at twelve names, as you suggested: past that the answer stops being a list of people and becomes "the room has caught up", which and N others says better than another twenty rows.
The names were previously only in a tooltip — which cannot be read at leisure, cannot be scrolled, and vanishes if you move towards it.
