The toolbar sits at top: -10px above the row (app.css:2888) but the list has only 8px top padding (771), so on the first visible message it is cut off.
It is drawn on every row (MessageRow.tsx:1059-1089), including join/part lines and pending/failed messages - so "Reply" is offered on a join line and on a message that doesn't exist yet.
Fix: flip the toolbar inside the row when there is no room above; hide it on system, pending and failed rows.

Finished in 57e1856 with #298 (before/after picture is on that issue): the toolbar is no longer drawn on join/part lines, notices, unsent or failed messages, and the log now has room above its first line, so it is not clipped there.
