rustls 0.23.45 and h2 0.4.19: two published vulnerabilities (#248)

- RUSTSEC-2026-0285, rustls 0.23.43: TLS 1.3 handshake messages accepted
  across encryption-level boundaries. rustls carries every TLS connection
  the daemon makes, Tor's included. (rustls-webpki follows, 0.103.15.)
- RUSTSEC-2026-0258, h2 0.4.15: a server can hold the client in a loop of
  empty DATA frames. Reached through reqwest's HTTP/2.

Lockfile only; both within the ranges already allowed. OSV finds neither
afterwards and nothing new. Tests and clippy -D warnings pass; a real TLS
handshake over Tor to an onion service succeeds; the Windows build builds.
