Remove FPS command and lower usbsend delays
...
Devices now actually run at the set framerate.
1300us delay was picked because it's the only way to reach 60FPS.
If some devices are unhappy about it, then the FPS command will need
to be reintroduced.

This eliminates the need to constantly check which key is under the cursor
on every mouse move event.

Properly set the brightness on some bragi devices
...
For now we are still doing it in software, but we set the hardware
to full brightness in case the user had it set to off previously.
This way they can actually still control the device, and aren't
stuck with a keyboard with all lights completely off.
