stores only what is missing. Given no bufferId it sweeps every Discord buffer. Nothing
calls it.
Its own comment explains why the sweeping shape is the useful one: after a storage bug
the messages that went missing are by definition the ones nobody knows to go looking
for. Which is exactly why it needs a button rather than a caller - the person who needs
it cannot know they need it for any particular conversation.
