Builds the release binary with a manually-installed Rust toolchain (no marketplace toolchain action) and publishes it as a release tagged "latest" via plain curl against the github.* context values, which Gitea mirrors for compatibility. Duplicated under .gitea/workflows since Gitea doesn't read .github/workflows. Uses secrets.CI_TOKEN for release authentication. Co-Authored-By: Claude Sonnet 5 <[email protected]>
